It could be done globally, regionally or unilaterally by individual nations. The proportion is very small. <br /><br />It would of course need to be supplemented by other forms of regulation of the banking sector but would both dissuade speculation and generate income for the poor. <br /><br />All it requires for implementation is political will. How will we ensure it goes to help the poorest, given that governments don't have a good record of doing this currently?<br /><br />What is to stop banks and financial institutions just passing on the cost of implementation to consumers?
